Where is the cheapest place to live?
The cheapest countries that also clear a floor on air, health, internet and crime. Cheap is the sort order here, not the qualification.
How this list is built
A list of cheap places to live that opens with Afghanistan is not answering the question anyone typed. Cheap is easy to measure and it is the wrong thing to lead with on its own: the twenty cheapest countries on earth are cheap for reasons you would not want to live inside. So price is the sort order on this page, and the qualification is somewhere you could actually live.
Before anything is sorted, a country has to clear four measured checks. These are a floor, not a score: clearing them does not make a place good, it makes it possible to recommend.
- Air. PM2.5 at or under 35 ug/m3. That is not our number. It is WHO interim target 1, the loosest level the WHO publishes, and above it there is no band left to cite.
- Health, and the closest thing we have to food. Life expectancy at birth of 65 years or more. There is no food security series in this dataset, so we say so rather than invent a proxy. Life expectancy is what food, clean water and basic healthcare produce together, and 65 sits eight years under the world figure of 73.1 (WHO, 2019).
- Internet. At least 60 per cent of people online. Below that the network is not infrastructure, it is a minority service, and repairs, payments and paperwork all follow the offline majority. The median country here is at 82 per cent.
- Crime. Homicide at or under 30 per 100,000, over six times the world rate of 4.7. This one is deliberately a high bar: the tight version is the filter at the top of the list. The floor only removes the places where the price stops mattering.
Two rules sit on top of the numbers. A country we cannot check does not pass. That is what removes Laos: the UNODC publishes no homicide rate for it, so we cannot call it safe. We are not calling it dangerous, we are saying we do not know, and a page that promises measured cannot recommend unmeasured. And a country the FCDO advises against all travel to, as a whole country, is out: a homicide rate does not see a war. Advisories that cover only parts of a country do not remove it, because that is a question of which city you live in.
That leaves 101 of 197 countries ranked and 96 not ranked. All 96 are named at the bottom of this page with the reason. The three filters at the top tighten it further, and they start switched off so that the ranking you land on is the raw one.
