What are the safest countries in the world?

Ordered by intentional homicides per 100,000, but only among countries that clear a floor on travel advisories, air, health and internet. The order is crime; the qualification is somewhere you could actually go.

How this list is built

A homicide table alone puts Burkina Faso, Mali and Niger among the safest places on earth. Their recorded homicide rates really are low, and in a country with an active insurgency that mostly measures who is still counting. So before anything is ranked, every country has to clear the same floor as the other lists, and that floor now reads the UK Foreign Office advisories directly: if the FCDO advises against all travel to the whole country, it is out, and it is named with the reason.

Before anything is sorted, a country has to clear four measured checks. These are a floor, not a score: clearing them does not make a place good, it makes it possible to recommend.

Two rules sit on top of the numbers. A country we cannot check does not pass. That is what removes Laos: the UNODC publishes no homicide rate for it, so we cannot call it safe. We are not calling it dangerous, we are saying we do not know, and a page that promises measured cannot recommend unmeasured. And a country the FCDO advises against all travel to, as a whole country, is out: a homicide rate does not see a war. Advisories that cover only parts of a country do not remove it, because that is a question of which city you live in.

That leaves 101 of 197 countries ranked and 96 not ranked. All 96 are named at the bottom of this page with the reason. Homicide is still the sort order, because it is the one hard number behind the question people type. The Global Peace Index that most of these lists use blends 23 indicators including military spending, which is a measure of peace and not of your odds of being a victim. The three filters add what a single crime rate cannot see: whether any part of the country carries a travel warning, whether the institutions work, and whether there are doctors if something happens to you.
